雨洪管理是一种重要的城市规划策略，旨在有效管理城市中的降雨水源，以减少洪水和水资源短缺的风险。本研究探讨了基于雨洪管理的城市规划策略，并提出了一些原则和具体措施。此外，本研究还讨论了实施这些策略所面临的挑战，并提出了解决方案。
